Determine whether the user should be using an organization-managed work account or a separately purchased personal Microsoft account.

Office activation gets messy fast when personal Microsoft accounts, work accounts, old subscriptions, and missing license information overlap.First identify who owns the license and which identity the application should use.
Do not reinstall Office until you know whether the problem is actually installation, activation, or ownership.

For organization-managed Microsoft 365, verify the assigned license and the relevant service or desktop-app entitlement before troubleshooting the workstation.

Compare the account shown inside Word, Excel, or Outlook with the identity that actually owns the subscription or organizational license.

If a subscription was purchased under an unknown personal address and nobody has the password, receipt, or recovery information, the blocker is account ownership, not a local Windows repair.
These often look like software problems even when they are not.
Wrong account
Signing out and back in can help only after you know which account is supposed to own the activation.
Missing license
A Microsoft 365 account can authenticate successfully while desktop-app activation still fails because the needed plan or service is not assigned.
Old subscription
Legacy personal subscriptions and organization-managed licensing can coexist on the same PC and create confusing prompts. Document the target state before removing anything.
Vendor boundary
If the customer cannot recover the purchasing identity or subscription ownership, further local cleanup may only burn time. Escalate to the subscription owner or provider.
Activation is an identity problem until proven otherwise.
Know the intended account, prove the license, then repair the application only if the evidence points there.
