Problem

Who actually required the feature?

The original request did not define the final approved recipient set. The tenant contained licensed users, shared identities, administrative identities, and resource-style accounts that did not all require the paid feature.

Investigation

How were access and billing proven?

Assigning a license is not the end of a SaaS rollout. Prove who needs it, prove it works, then prove billing matches the final requirement.

License assignment and subscription quantity are separate controls.

Investigation path: Request → Account classification → Approved recipients → License assignment → Service propagation → In-app verification → Seat reconciliation → Subscription-window check → Billing cleanup

Step 1

Classify accounts and approve recipients

People were separated from shared, administrative, and resource-style identities before the final recipient set was approved.

Step 2

Assign and verify the feature

Selected users were assigned licenses. After service propagation, assigned users confirmed the feature appeared inside supported Office applications.

Step 3

Reconcile seats independently

Purchased, assigned, and required seat counts were reconciled. Access verification and billing reconciliation were treated as separate proof points.

Step 4

Qualify the subscription window

Unneeded seats were removed during an available subscription adjustment window. Removing a user assignment was not treated as proof that paid subscription quantity changed.

The approved recipients could use the feature, and purchased quantity was reconciled to the final requirement within the available adjustment window.

This case does not claim every SaaS vendor uses the same billing or cancellation model, or that every Microsoft 365 subscription can always be reduced immediately.
